To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations. Under the direction of the Policy and Education Team Lead, this position leads and assists with GIS activities related to Coastal Fisheries Division initiatives and priorities; develops and maintains geospatial decision support tools; leads initiatives to more effectively collect, use, and display geospatial data; ensures the appropriate integration and application of GIS technology in Program and Division activities; represents the division on agency GIS committees; coordinates GIS-user license management for the Division; supports efforts to identify and manage agency fisheries and water resources; performs complex natural resources work relative to agency and Program responsibilities; integrates water resources guidance into GIS tools. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.
Graduation from an accredited college or university with a Bachelors OR higher degree in Biology, Life Sciences, Geography, Geology, Environmental Management, Fisheries, Environmental Science, Statistics or closely related field.
NRS I: No experience required;
NRS II: Two years relevant experience;
NRS III: Six years relevant experience;
Must possess or be able to obtain, within 30 days of employment, a valid Texas class C drivers license.
NOTE: Retention of position contingent upon obtaining and maintaining license.
Graduation from an accredited college or university with a Masters degree in Biology, Life Sciences, Geography, Geology, Environmental Management, Environmental Science, Fisheries, Statistics or closely related field may substitute for one year of the required experience;
Graduation from an accredited college or university with a PhD degree Biology, Life Sciences, Geography, Geology, Environmental Management, Fisheries, Environmental Science, Statistics or closely related field may substitute for two years of the required experience.
Graduation from an accredited college or university with a Masters degree or PhD in a Natural Resource Science or a related Biological Science, Geography, Statistics or Computer Science.
Experience in using GIS for fisheries research;
Experience with environmental flow evaluations;
Experience in creating decision support tools/systems;
Experience collecting, managing, and analyzing environmental or ecological data;
Experience with geospatial mapping software and techniques (e.g. ArcGIS);
Experience with remote sensing techniques.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of ecological, biological, hydrological and scientific principles and techniques;
Knowledge of GIS software and programing;
Knowledge of riverine, estuarine and/or marine processes;
Knowledge of ecology, coastal and estuarine, fauna and flora;
Knowledge of geography of Texas coastal and near-shore ecosystems;
Knowledge of habitat sampling techniques and methods;
Knowledge of GIS applications and software;
NRS II, Knowledge of NRS I, PLUS:
Knowledge of statistical programming procedures (e.g. Python, R, etc.);
Knowledge of spatial analysis and applications to fishery management activities;
Knowledge of estuarine and marine species in Texas;
NRS III, Knowledge of NRS II, PLUS:
Knowledge of applicable laws, regulations, and policies dealing with conservation of fish and wildlife resources and their habitat;
Knowledge of population dynamics, sampling theory, and data modeling;
Knowledge of more advanced GIS programing, dashboard creations, and other GIS software;
Skill in using MS Word, Excel and Outlook;
Skill in effective verbal and written communication;
Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts;
Skill in using GIS software;
Skill in analyzing natural resources data and preparing concise reports and technical publications;
Skills in creating maps and spatial products.
NRS II, Skills of a NRS I, PLUS:
Skill in working with inter- and intra-agency groups to attain goals;
Skill in programming to develop natural resource decision support systems;
Skill in developing and maintaining GIS tools.
NRS III, Skills of a NRS II, PLUS:
Skill in use of open source GIS applications, vb and Python coding for efficient data frameworks, R-processing, SQL database structures
Advanced skill in analyzing natural resources data and preparing concise reports and technical publications;
Skill in interacting and communicating effectively orally and in writing on technical issues to diverse groups including staff, the public and other governmental agencies;
Ability to participate in teams of professional and technical staff;
Ability to maintain working relationships with superiors, subordinates and peers;
Ability to place priorities on workloads and meet deadlines;
Ability to work under moderate supervision, with limited latitude for the use of initiative and independent judgment;
Ability to design and conduct scientific experiments, collect and analyze data, prepare scientific and administrative reports;
Ability to perform manual labor including, lifting supplies and materials up to 50 lbs.;
Ability to conduct work activities in accordance with TPWD safety program;
Ability to work under general supervision, with moderate latitude for the use of initiative and independent judgment;

Ability to effectively communicate investigation and research findings to the scientific community, resource managers, peers and members of the general public;
Ability to work under limited supervision, with considerable latitude for the use of initiative and independent judgment;
NRS III, Ability of a NRS II, PLUS:
Ability to lead teams of professional and technical staff;
Ability to serve as mentor and train less senior staff;
Ability to work under minimal supervision, with considerable latitude for the use of initiative and independent judgment.
Required to work hours other than 8:00 a.m. to 5:00 p.m., with days off other than Saturdays, Sundays and holidays;
Required to perform work outdoors, occasionally in adverse weather conditions;
Required to fully participate in water based sampling activities;
May be required to operate a State vehicle;
Required to travel 20% with possible overnight stays;
Required to perform manual labor including, lifting supplies and materials up to 50 lbs.;
Non-smoking environment in State buildings and vehicles.
