We are hiring for positions under the Global Health Training, Advisory, Support Contract (GHTASC) in support of the U.S. Agency for International Development (USAID) Bureau for Global Health (GH). These roles deliver institutional support services in a wide range of technical areas at the junior, mid-, senior, and expert levels.
C. Position Summary:
The Senior Data Scientist will primarily support the Front Office of the Global Health Bureau at USAID as a PHI Institutional Support Contractor (ISC). The Bureau for Global Health (GH) provides essential technical leadership and support on global health issues to Agency leadership, USAID Missions, other USAID Bureaus and Independent Offices (B/IOs), and others in the global health community. The Office of the Assistant Administrator, commonly referred to as the GH Front Office, provides oversight for all Global Health programs, support to the field, research, legislative relations, and external affairs.
In this role, the selected candidate will provide leadership and technical expertise in conducting advanced analytics to better inform health programming through complex relationships with and between global health program and performance data and country-specific or survey data. The Senior Data Scientist will work closely with technical program experts at USAID Headquarters and Missions in the development and execution of data analyses and visualizations.
Full salary range for this position: $129,740 to $195,000 per year. The starting salary is determined based on the candidates knowledge, skills, experience, as well as budget availability.
D. Essential Duties and Responsibilities:

Serve as a technical authority on analytical, statistical, and programming techniques necessary to collect, organize, analyze, and interpret unique and highly specialized data sets for decision-making in global health.
Participate in discovery processes with GH leadership team and stakeholders to identify requirements, expected outcomes for new or existing initiatives, and the measurements of success.
Serve as a technical lead in the formulation and management of data and analytics requirements, policies, procedures, and tools to ensure the confidentiality, integrity, and availability of quality USAID and health development data.
Identify internal and external data sources, leverage new data collection processes and perform all phases of the systems development life cycle required in the design, development, and implementation of features enabling data access.
Collaborate with data analysts/scientists and program experts across USAID and other US Government agencies to develop, streamline, and improve existing and emerging Health Strategic Information systems and processes for addressing complex problems.
Participate in routine global health performance and leadership data review processes, providing data management support, analytic products, and other visualizations as needed.
Perform other duties as assigned.

E. Qualification Requirements:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Minimum Qualifications:

Masters and 10 years of relevant experience, Bachelors and 12 years of relevant experience, Associates and 14 years of relevant experience, or High School and 16 years of relevant professional experience in Statistics, Math, Computer Science, Economics, Engineering, Epidemiology or Public Health.

Other Qualifications:

Strong quantitative background and data wrangling skills; experience in i) data collection, management, cleaning, processing, and integration, ii) database management or extract, transform, load (ETL) processes, and iii) applied data analysis and visualization using statistical software or programming languages (R, Python, SQL/CQL, Stata, SAS, SPSS and/or MATLAB); package development experience a plus.
Practical experience working within a data science ecosystem R + RStudio (Tidyverse & geospatial related packages) + Git preferred (or strong willingness to learn it).
Practical experience working with relational and NoSQL databases, AWS Simple Storage Services (S3), Google Cloud Storage, and Google Drive.
Ability to shape broad analytic requests, summarize appropriate data and produce compelling data visualization products using programming languages (R or Python), data visualization software (Tableau, PowerBI), or spreadsheet processing software (Excel, Google Sheets). Experience with Adobe Illustrator or Inkscape is a plus.
Ability to Translate complex concepts, findings, limitations, and recommendations of improvements into easy-to-understand products. Closely tie findings and conclusions into the original problem statement, and team objectives to communicate to both experts and nontechnical audiences.
U.S. citizenship or US permanent residence with the ability to obtain and maintain a facility access clearance is required.

Preferred Qualifications:

Advanced Tableau skill is preferred.
