General Description
The Chief Data Officer (CDO) performs highly advanced (senior-level) information/data governance, business intelligence, analytics, and all forms of enterprise data management and geospatial work. The CDO is responsible for the agency data governance program which includes identifying agency data assets, exercising authority and management over those data assets, and establishing related processes and procedures. The CDO reports to the Chief Technology Officer and partners with the Information Security, Records Management, and Business-line program leads to ensure security, data integrity, and delivery of information. Performs other duties as assigned. May plan, assign, and supervise the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgement.
Essential Job Duties
Governance/Strategy: Advising on, monitoring, and governing enterprise data
Define, manage and control RRCs data governance program required by Texas Government Code 2054, including processes, policies, controls, to operationalize data governance policies, controls, and standards.
Manage overall data governance and GIS program roadmaps and strategic plans. Establish goals, objectives, and budgets, while setting priorities, standards, and developing measurement tools for determining progress in meeting goals.
Identify emerging methods and technologies related to data/information management and analysis.
Create procedures and controls for the appropriate protection of enterprise information assets through a defined life cycle.
Operations: Enabling data usability, availability, and efficiency
Manage GIS operations/activities, including mapping functions, Global mapper, and other locational/spatial data systems for all business units of the RRC.
Oversee and manage operations of data governance/management committees.
Create, implement, and communicate data standards across various data systems and business groups
Work collaboratively with business units across the institution to define data elements and reporting standards; driving agendas, trying to form consensus-based decisions.
Periodically review program data and processes and make recommendations to ensure compliance with regulations and standards.

Ensure changes in business practices within operational units maintains data system integration and reporting standards. Identify and manage data issues in various systems.
Manage, train, and assist business users in using new data assets, data processes, policies, procedures, and tools.
Manage data governance communications with executives, peers, and data owners.
Complete personnel management, administrative, and organizational functions, and ensure the professional development of section staff.
Lead budget, planning, and procurement activities required to meet the agencys needs.
Analytics/Data Usage: Supporting analytics, reporting, and display of data in innovative ways
Coordinate with implementation teams to build, maintain, or otherwise make RRC data assets available to internal and external customers.
Develop methods to ensure appropriate and consistent use of business intelligence and analytics for decision-making and strategic planning.
Recommend and implement strategies for data visualization, reporting, machine learning, and artificial intelligence.
Review the design, integration and implementation of data warehouses, data marts, GIS, and other systems to ensure information derived from enterprise data are consistent and representative of current data practices and standards.
May require some travel may be required.

Qualifications
Minimum Qualifications
Bachelor’s degree from an accredited four-year college or university, preferably with major coursework in information systems, computer science, data processing, business, or a related field.
4 – 7 years of experience managing or providing direction and guidance related to information technology, computer science or data governance.
A minimum of two (2) years must be managerial experience including leadership, communications, supervision of technical staff, and approval of information resources planning.
At least 3 years managing GIS environments or data, including developing strategic plans, budgets, and roadmaps?
At least 3 years of experience leading enterprise efforts related to data analysis, intelligence, reporting, or visualization.
Experience and education may be substituted for one another.
Total years of experience may run concurrently.
Valid Texas Drivers License and good driving record.
Preferred Qualifications
Overarching knowledge of RRC mission, business processes, and data
Clear understanding of various business challenges facing key stakeholders (and their dependencies on data processes)
PMP, PgMP, ITIL, GISP, CISSP, CIA, or similar certification
Knowledge, Skills, and Abilities
Knowledge of budget, planning and procurement practices.
Ability to compile, analyze, and present technical and policy information quickly and accurately.
Ability to analyze issues, to work under pressure, and meet close deadlines.
Written and oral communications skills
Ability to develop and evaluate policies and procedures.
Ability to clearly communicate complex issues and deliver effective messages to stakeholders and executives.
Ability to supervise the work of others and ensure the professional development of section staff.
Strong program management and leadership skills to align disparate programs and gain synergies between similar work efforts.
Ability to drive consensus among disparate business stakeholders with varying agendas.
Ability to identify dependencies between various programs because of common data processes/structures employed by each program.
Skill in the use of a computer and applicable software.
Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agencys approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
