Job Summary
Under supervision, is responsible for designing and implementing data and analysis products and solutions. Assists in determining what data management systems are appropriate and which data are needed for analysis. Builds and maintains data management systems that combine core data sources into data warehouses or other accessible structures to support reporting and analytical systems. Delivers expertise in a range of areas, including data analysis, data solution design, testing, and implementation of data solutions and data flow designs to create the design for a new system. Exercises no supervision. Work Location 315 S. Santa Rosa (Public Safety Headquarters), San Antonio, Texas 78207 Work Hours 7:45 a.m. – 4:30 p.m., Monday – Friday
Essential Job Functions
Assists in building and maintaining data management systems that combine core data sources into data warehouses or other accessible structures.
Performs data conversions, imports, and exports within and between internal and external software systems.
Develops programs to extract, transform, and load data between data sources and assists in creating custom software components and analytics applications.
Creates data transformation processes to support business systems and operational data flows. Implements processes to ensure data integrity and standardization.
Applies fundamental concepts, practices, and procedures to complete data engineering assignments.
Assists in maintaining the quality of Metadata Repository by adding, modifying, and deleting data.
Participates in short and long-term planning efforts with management.
Assists with developing and evaluating technical requirements for data systems.
Performs related duties and fulfills responsibilities as required.
Job Requirements
Bachelor’s Degree from an accredited college or university
Two (2) years of work experience in Data Engineering, Data Base Administration, and/or Data Base Management System design and support.
Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.
Preferred Qualifications
Two (2) years of experience working in an agile environment.
Ability to conduct data engineering and analytics, including but not limited to database creation & management, relational database development & design, geospatial data analysis & management, and statistics.
Skill in the use of statistical packages that may include R or Python-statistical programming.
Advanced skill with SQL and Microsoft SQL Server Management Studio.
Knowledge and experience with the practical application of data engineering principles, techniques, procedures, automation tools, and equipment to the design and production of various goods and services.
Knowledge and experience in test harnessing, test simulation, testing platforms, and testing techniques.
Preferred skill and experience in machine learning and predictive analytics.
Strong skills in data visualization, mapping, and story telling.
Strong skills in open data, including API development.
Knowledge of statistical research, analysis, and reporting methods, techniques, and procedures.
Ability to find creative solutions to problem-solving.
Skill in applying mathematical and statistical methods.
Preferred knowledge of law enforcement operations, procedures, systems, and software.
Ability to interpret, compare, and analyze law enforcement information (preferred) and process large raw data sets (required).
Ability to create both technical and non-technical end-user documentation.
Ability to write clear and concise reports.
Ability to establish and maintain effective working relationships with co-workers, management, and the public.
Ability to work independently, with minimal supervision, and use rational judgment in making work-related decisions.
Ability to communicate clearly and effectively.
Ability to deliver formal presentations to small and large groups.

Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted
