Description:
Lynker is currently seeking a Program Manager to support NOAA’s Hydrographic Systems & Technology Branch (HSTB) within the OCS Coast Survey Development Laboratory (CSDL), and provide technical support for field operations for hydrographic systems and technologies to OCS and NOAA. The branch works closely with Coast Surveys divisions and staff in order to support the nations commerce with information for safe, efficient, and environmentally sound marine transportation. In addition, the branch works closely with OCS Hydrographic Surveys Division (HSD) and NOAA’s Office of Marine and Aviation Operations (OMAO) to accomplish the data collection mission with four ships dedicated to hydrographic missions. The branch provides support in theoretical and practical field surveying, including acoustics, geodesy, horizontal and vertical control, data acquisition processing workflows (commercial and custom), and bathymetric data stewardship. Operational platforms for field operations that the branch supports include: the NOAA fleet (hydro and non-hydro), vessels of opportunity, and unmanned/uncrewed systems (such as UAS, ASV, AUV). Responsibilities and duties of this position may include:
Serve as project manager for the joint Coast Survey-Fisheries Tandem Uncrewed Surface Vehicle (USV) project to include: participation in project meetings, development of test plans, test reports, transition plans, and operating procedure documentation; estimation and tracking of project funding; and coordination with project team from Coast Survey, NOAA Fisheries (NMFS), Office of Marine and Aviation Operations (OMAO), Uncrewed Systems Operations Center (UxSOC), and University of New Hampshire (UNH) to manage schedule, logistics, and personnel for training and shipboard testing of the iXblue DriX USV.
Provide project management guidance and support to other HSTB developmental and technical projects to include: contribution and review of planning and technical documentation and reports, schedule estimation and tracking, risk assessment, and resource tracking.
Participate in uncrewed systems coordination meetings with the UxSOC, OMAO, and other NOAA offices to contribute to the development of strategies, policy, and procedures to integrate uncrewed systems in support of NOAA mission requirements.
Requirements:
Bachelor’s degree or higher in Oceanography or related field;
4+ years experience supporting technical efforts in managing projects related to technological innovations in oceanographic surveying, seafloor mapping, or testing uncrewed systems.
Preferred Qualifications:
Master’s degree or higher in Oceanography or related-field
