About the Department
The mission of the Department of Technology and Enterprise Business Solutions (TEBS) is to be responsive, collaborative, and innovative in providing technology solutions and services to facilitate the delivery of a wide range of services in all branches of government.
The Office of Digital Transformation provides a strategic digital vision for the County to meet its priority objectives, enhance the value of services provided to stakeholders, and lower the overall cost of service delivery. The office is responsible for ensuring that the enterprises business strategy is optimal, given the current and evolving digital realities, opportunities, and threats.
What You Will Be Doing
TEBS is looking for a Geographic Information Systems (GIS) Manager to lead the Geographic Information System (GIS) team with knowledge and experience in designing, developing, and implementing systems and databases to access and store geospatial data, and apply data-centric GIS methods, manage day-to-day activities of the team and optimize with a human centered approach. The role is expected to have experience with ESRI, strategically plan and continuously improve workflows, operational metrics, internal staff skills and ensure GIS best practices. You will oversee the GIS section and be accountable for the quality and efficiency of GIS staff, products and data.
Duties may include, but are not limited to, the following:
Envisioning and communicating the business impact of GIS and applying innovative solutions to the County, while ensuring staff development and Customer Satisfaction for clients.
Developing and providing monthly operational metrics on workflow and customer satisfaction.
Providing technical and maintaining best practices and expertise to team in Geographic Information Systems, Data Maintenance, Mapping and Scripting Languages
Maximizing ESRI as a resource to continuously learn and innovate.
Optimizing workflows, data, metrics, resources, and quality assurance of projects.
Leading the strategy and tactics of GIS project plans and ensuring objectives are met on time, with high quality.
Ensuring GIS data, maps, applications, and services comply with established policies, procedures, standards and updating to remain contemporary.
Serving as a GIS vendor liaison for the proper acquisition, installation, operation, and maintenance of GIS-related resources.
Collaborating with other departments or outside agencies regarding future GIS projects.
Performing other related duties as assigned.
How You Will Contribute
The position requires a manager with professional-level expertise in Geographic Information Systems, Data Maintenance, Mapping and Scripting languages. You must have the ability to envision and communicate how GIS impacts the business, lead from a best practice, data-driven, innovative solutions perspective, have experience in designing and analyzing spatial and non-spatial information, implementing systems and databases to access and store geospatial data within an ever-changing environment.
Your knowledge, skills and abilities will include:
Envisioning and strategically planning how GIS theory and human centered approaches can be optimized to ensure continuous staff development and Customer Satisfaction for clients.
Overseeing GIS staff and vendors, including staff performance evaluations, coaching, development and adherence of operational metrics and quality assurance. In addition, provides GIS-related technical guidance, assistance to project teams and oversight of database including maintenance and enhancements.
Ensuring GIS data, maps, applications, and services comply with established policies, procedures, and standards.
Collaborating with County departments to identify geospatial data, maps, and application requirements using a human-centered approach, as well as integration with other systems within the County.
Developing, managing and maintaining relationship with industry experts to ensure best practices and ensuring digitally transformative tactics are maximized for the GIS team.

We are seeking a candidate with Five (5) years of progressively responsible professional experience in GIS technology. A bachelors degree from an accredited college or university will also be required. An equivalent combination of education and experience may be substituted. Candidates with a degree in GIS degree, or a GIS Certification are desirable. Preferred Criteria
