The Lead Developer handles application design, development and implementation, and provides advanced technical support of all Geographic Information System (GIS) operations at Richland County.
Works with developers, database administrators, analysts and other staff to coordinate projects. Provides support to other geospatial staff, including the development of standards, technical procedures, and documentation. Coordinates routine code reviews with other developers.
Utilizes knowledge from various disciplines, including: project management, database development, application development, graphic design and advanced geospatial analysis. Translates users needs into functional solutions.
This position is responsible for application design and cloud system maintenance and migration procedures. The incumbent may contribute to hardware and software recommendations for projects across all departments. This position functions as systems administrator, database administrator, application architect, advanced troubleshooter, and GIS technical expert, in addition to being cross-trained to perform some duties of the Operations Manager and other positions where applicable.
Education and Experience A Masters degree is preferred. At minimum, the incumbent will have a bachelors degree in addition to 5 years of applicable professional experience programming for GIS, with advanced experience conceiving multi-layer client-server application architectures; developing complex database solutions; creating Internet-facing REST endpoints; devising Extract, Transform, and Load (ETL) automations; and administering systems and databases with web-facing security implications. Must be able to supply written proof of completion for all course work and/or degrees that are being used to satisfy the minimum education requirements.
Certifications Geographic Information Systems Professional (GISP) is a preferred certification. Other technology related certifications are beneficial and will be considered for compensation purposes.
Licenses Must possess a valid South Carolina Drivers License (or acquire it within 90 days of employment).
