We are currently seeking a talented and motivated GIS System Engineer for a Full-Time position.
Job Summary:
GIS Data: The System Engineer shall manage information for the Common Installation Picture (CIP). All documentation is to be clear, concise and professionally prepared. Delivery of analysis reports are due within five (5) business days from date of completion. Efforts include, but are not limited to:
Performance of GIS analysis such as source assessment, geo positioning, data extraction and capture, and product generation.
Development of digital databases, data analysis, and the creation of usable spatial data products, maps, and reports.
Provide assistance with the day-to-day management of the GIS hardware and software to help minimize system down-time.
Performance of the complex phases of compilation work in the construction, revision and maintenance of GIS data.
Assembly and review of available data pertinent to the Eglin mission and base operating support to include published topographic data, county, state, and national geospatial data, aerial photographs, and mosaics.
Coordination with data stewards to ensure that the features comprising the CIP are current and accurate, both graphically and in regard to the attribution.
Provide assistance to the Oracle database administrator with data quality assurance tasks for all features in the Eglin Enterprise Spatial Database.
Respond to customer questions within 2 business days from date of request.
GIS Projects: The System Engineer shall coordinate with customers to develop GIS standards and requirements for all types of projects and prepare project requirements for geospatial data management efforts, providing technical details and the outlines for the general scopes of work. This includes, but is not limited to:
Digitization, scanning, or keying in of alphanumeric data using various computers, complex operating systems and GIS and image processing software.
Identification, recommendation, and implementation of processes and procedures to ensure that the collection and storage of geospatial data complies with the Defense Installation Spatial Data Infrastructures (DISDI) Spatial Data Standards for Facilities, Infrastructure and Environment (SDSFIE), the Federal Geographic Data Committee metadata standards, AFI 32-10112, and EAFBI 32-1004.
Redraft of maps into formats necessary for accurate digitization and processes digital data obtained from outside sources.
Performance and direction of the interpretation of cultural and landscape features from aerial photographs and digital imagery, and the development of digital elevation models from survey information.
Respond to customer questions within two (2) business days from date of request
Detection and correction of errors and discrepancies in source material. Major problems shall be referred to the COR.
GIS Reporting:
The System Engineer shall prepare written reports, charts, graphs, maps, metadata, and other textual or visual products; compile complete geospatial data products from the beginning stage to ready-for-reproduction state; and depict on the geospatial product the appropriate planimetric, hypsographic, and cultural detail obtained from various suppliers in formats such as aerial photographs, CADD data, field-collected raw data, published charts, and control data.
The System Engineer shall maintain the metadata record for any features, as required.
The System Engineer shall perform the layout, coordination, and execution of unusually difficult and complex maps with complicating features that may require significant departures from, or compromise with, previous approaches and precedent guidance.
The System Engineer shall coordinate mapping and data delivery efforts with end-users. This includes helping the customer determine the best way to present data.
The System Engineer shall provide GIS products to customers upon request including hardcopy maps, graphical displays, and reports that are appropriate for a given project.
GIS Training:
The System Engineer shall perform occasional, informal, and formal classroom training to operational and support organizations to make them aware of available tools and techniques that allow them to retrieve, analyze, manipulate, and present their geospatial data efficiently and effectively.
Occasional (not more than 8 in a 12-month period) presentations to meetings such as squadron meetings, division meetings, facility manager meetings, and/or safety meetings. These are short durations of a particular function in one of the viewer tools for the purpose of making the audience aware of the capabilities available to them.
Formal Training shall consist of twelve (12) classroom presentations on the tools and data available within the Eglin GIS Viewer web tool and the Eglin version of the Pictometry Connect Viewer web tool. Both tools are the same as those administered by the Web Administrator under the requirements of this effort. This formal training shall be held in the computer lab of building 870.
Informal Training sessions shall be conducted as mentoring events where the System Engineer walks a user through a few workflows either in person or over the phone. The desired outcome is that the end user is equipped to accomplish a specific task, necessary to the performance of their duties. It is not an encompassing training session as in performed in the monthly formal training sessions. Informal training courses shall be shorter in duration and easily managed within the course of the day.
The System Engineer shall support the staff in the operation of GIS system software and equipment through presentations and one-on-one training.
The System Engineer shall present the schedule for training events and advertise it throughout the Eglin community.
The System Engineer shall maintain records regarding the name of the student and organization of the individuals provided training.
Experience & Education Requirements:
Bachelors in computer science or 3-5 years of similar technical experience
