The GIS Supervisor position is responsible for supervision and data management support for Phillips 66 Transportation/Mapping supported enterprise pipeline data model (PODS) and geographic information systems (GIS) applications. This position will provide technical expertise and support to ensure compliance with Phillips 66 operating standards and DOT regulatory requirements, policies and procedures; provide support to users of all enterprise supported GIS applications, while mentoring and developing expertise in the use of these tools; creating and modifying various data types to meet user needs.
Responsibilities May Include:
Coordinate incoming GIS Mapping related requests
QA/QC of geospatial databases and datasets
Research and resolve customer inquiries/requests for information.
Provide oversight and technical support for Phillips 66 Midstream GIS Mapping applications
Provide oversight, mentoring and technical support in the development and maintenance of Phillips 66 Midstream pipeline maintenance applications
Provide technical expertise and GIS Mapping support for DOT Integrated Audits
Perform complex geo-spatial analysis in support of Phillips 66 Midstream group
Provide database administrative support including SQL programming, data entry and quality control
Perform geo-spatial data transformations and projections
Supervise and mentor GIS Mapping personnel
Independently prioritize work schedule to accommodate customer requirements and demands
Ensure continuous improvement by recommending potential improvements to departmental policies and procedures
Basic/Required:
Legally authorized to work in the United States
Bachelors degree in Engineering, Geography or GIS related field
8+ years related experience in the field of Pipeline Integrity, GIS Mapping and GIS
Working knowledge of the Pipeline Open Data Standard (PODS) Pipeline Data Model
Proficient with GIS applications, ArcGIS/ArcMap 10.x, SQL, digitizing hardware/software, geo-spatial data formats (SHP, File/Personal Geodatabases, etc.) and attribute data sources, map projections, land (legal) descriptions, ArcGIS project creation and management
Preferred:
Working knowledge in PHMSA CFR Part 195.452 and CFR Part 192.5 Pipeline Integrity Management regulatory requirements and procedures
Demonstrated competency and experience working with Computer-Aided Design (CAD) formats, including MicroStation DGN, AutoCAD DWG/DXF
Ability to self-manage (including prioritizing, organizing, and planning work schedules effectively; adjust to changing priorities; self-train if necessary; handle multiple projects/tasks simultaneously)
Working knowledge to understand and work with IT Solution Integrators and developers on Integrity applications and database such as Oracle, MS Office Applications, Adobe Pro, Visual Basic and SQL
Leadership – Uses interpersonal influence and communications to guide individuals towards the attainment of goals
Demonstrated Business Expertise – Relates and compares data from different sources, identifies issues, secures relevant information to develop sound conclusions
Gets agreement from others in a way that results in clear understanding and commitment
Networking by developing and maintaining significant contacts with others inside and outside the organization

Ability to develop supporting relationships with Asset Integrity Groups, IT Business Partners, ITSS, and IT Project Managers

Working knowledge of processing GPS data
Working knowledge of Safe Softwares FME
Working knowledge of Python Scripting for ArcGIS

Description
Include all employees, with or without college degrees, who are performing, supervising, or managing business or technical computer programming, mainframe or PC systems analysis/design/applications, and other software-related work. This includes applications such as business applications, engineering applications, other technical applications excluding geological or geophysical. Work includes software engineering and software systems, network design and technology planning and evaluation.
Midstream
Phillips 66’s Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
