Description
The City of Gaithersburg Department of Information Technology is seeking a talented full-time GIS Specialist I/II to create, maintain, and/or analyze data in support of the Citys Geographic Information Systems (GIS) program. The professional and technical duties include data analysis and visualization, map, app, and report creation, GIS project management, GIS user training, technical consultation, technical writing, and related work as required.
The Geographic Information Systems (GIS) division supports users in utilizing GIS data and software. GIS is used Citywide by departments to collect, organize, search, analyze, and visualize various geospatial-based information sets to aid better decision-making. The division provides GIS software licenses and services, GIS data purchases and subscriptions, GIS user support and training, and GIS map services and applications.
We are looking for a well-organized and self-motivated individual who knows how to manage competing deadlines on multiple simultaneous projects and can adapt when needed to re-prioritize. An ideal candidate will be technically qualified, able to operate with minimal direction, work in a team environment, handle a wide range of tasks, demonstrate attention to detail, communicate effectively with organizational stakeholders, and possess excellent professional relationship skills.
The hiring range starts at approximately $61,000 for the GIS Specialist I position up to approximately $85,000 for the GIS Specialist II position; starting salary is negotiable within the range and will be offered at a level consistent with the experience and qualifications of the candidate. Job Functions
What you will do with us:
Develop and maintain GIS data layers and geographic datasets for Citywide use; performs updates and edits.
Perform data analyses: research, organize, interpret, and derive information as needed; recommend possible solutions to problems.
Perform quality assurance (QA) and quality control (QC) on data layers and make corrections when necessary.
Create and update maps, related visual products, and reports.
Plan, coordinate, and perform GIS project tasks.
Provide technical consultation and train GIS user regarding the GIS software and GIS data.
Troubleshoot application issues with users and work with technical resources for issue resolution.
Streamline and automate GIS data and geoprocessing processes.
Develop, organize, and document GIS business procedures and processes.
If hired as a GIS Specialist II, you will perform tasks of more difficulty and complexity. In addition to the tasks listed above, the GIS Specialist II will do the following:
Analyze workflows and identify and recommend improvements.
Perform maintenance for GIS databases and servers and for Web-based GIS applications.

Qualifications
What you will need to be considered:
Familiarity with ESRI ArcGIS Desktop.
Proficiency with ArcGIS Pro.
Proficiency with managing data layers, data quality, accessibility, and security.
Strong cartographic and analytical skills.
Experience automating tasks with Python or other programming tools.
Familiarity creating solutions with ArcGIS Online and its associated apps such as ArcGIS Experience Builder preferred.
Familiarity with ArcGIS Dashboard, ArcGIS Insights, or Microsoft Power BI preferred.
Experience installing and configuring ArcGIS Enterprise preferred.
Experience working with RDBMS preferred.
Familiarity with ArcGIS Parcel Fabric or Cadastral data preferred.
Familiarity with ArcGIS Utility network preferred.
Proven track record of successfully managing and delivering multiple, concurrent projects, activities, and tasks on time.
Excellent organizational, presentation, analytical, and written and verbal communication skills.
Demonstrated ability to cultivate effective working relationships within the organization and with external partners and stakeholders.
Education, Training & Experience
(Any acceptable equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities is qualifying for the hiring level indicated):
GIS Specialist I
Graduate of a GIS certificate program or relevant Associates Degree from an accredited college or university with significant course work in Geographic Information Systems and at least 2 years of relevant experience performing routine to intermediate duties and assignments related to the uses and operations of GIS, including the entry, editing, and retrieval of geospatial data in GIS databases.
GIS Specialist II
Bachelor’s Degree in Geographic Information Systems, Geography, Earth Science, Computer Science or closely related field, and at least 5 years of professional experience performing difficult to complex duties and assignments related to developing systems utilizing GIS platforms or GIS modeling and spatial analysis.
Two or more years of responsible professional GIS experience and Associate’s Degree may substitute for a Bachelor’s Degree; Master’s Degree in GIS may substitute for one year of required full-time experience.)
Geographic Information Systems Professional (GISP) and ESRI technical certifications preferred.

This is a full-time salaried “exempt” position requiring a minimum of 40 hours per week (not eligible for overtime compensation under the provisions of the Fair Labor Standards Act and the City’s personnel regulations). Direct deposit of paychecks is a condition of employment for all City of Gaithersburg employees. This position can accommodate a combination of in-person and remote work.
The successful candidate will be subject to a pre-employment background investigation.
