This is a technical position which is responsible for technical work in the operation and maintenance of an ESRI GIS system, including the creation and maintenance of GIS datasets. The employee in this classification exercises considerable initiative and independent judgment within GIS standards and Departmental policies. Work is performed under the general direction of the Assistant Director of Utilities assigned or his designee, and the incumbent is responsible for providing technical and information support to the Utilities Department.

Position Duties and Responsibilities

ESSENTIAL JOB FUNCTIONS
o Assists in the development and maintenance of the City’s GIS datasets and Citywide geo-databases in an ArcGIS Enterprise environment.
o Performs complex spatial data analysis, and GIS applications development; maintenance of existing applications and research/development for future enhancements.
o Designs and develops GIS technical procedures, both simple and complex.
o Compiles and integrates data from a wide variety of sources; creates and edits geospatial data using GPS data and digitizing techniques.
o Creates geographic data sets and generates resultant maps, charts and other relevant geographic information for departmental analysis and management.
o Prepares thematic maps and presentations based on demographic data and land information.
o Creates and maintains data sets and geo-databases for water, sewer, and storm water utilities, right-of-way information, and other public works assets.
o Reviews drawings including plats, replats, site plans, paving, drainage and utility installations, and upload/convert data to graphics and attribute tables and spatial data sets.
o Performs related field work as required and as directed, including the use and support of Global Positioning System (GPS) equipment and other mobile devices.
o Performs troubleshooting and problem resolution of spatial data and GIS applications.
o Ability to train and support GIS end users including mobile/field users.
Additional Job Functions:
o Interacts and communicates with various groups and individuals such as the immediate supervisor, co-workers, other department heads and employees, other city employees, customers, sales representatives.
o Provides training and guidance to subordinate employees.
o Responds to after-hours emergency calls. o Performs related duties as required such as working with other City Departments for special projects, etc.

Position Requirements/Qualifications

MINIMUM REQUIREMENTS TO PERFORM WORK
o Bachelors degree from an accredited college or university in GIS, geomatics, geography, engineering, urban planning, computer sciences, or a closely related field, supplemented by two or more years of solid experience in GIS applications and database management.
o Experience with engineering, utilities and/or technical training related to infrastructure projects.
o Any equivalent combination of education, experience and training which provides the required knowledge, abilities and skills may be considered.
