GIS Manager – Hybrid Schedule (ITS)

We are looking for a skilled, resourceful, and collaborative GIS professional to join the Information Technology Services (ITS) and the Center for Technology, Science, and Innovation (SciTech). This position includes the potential to work remotely twice a week. The GIS Manager will work closely with the Director of Informatics on challenging and exciting public health and environmental projects. This is a dynamic position, with opportunities to use the latest technology and contribute to project outcomes, interact routinely with project staffs, and grow professionally.

Essential Job Functions

Administers and maintains the enterprise ArcGIS server and map services at BPHC, including software installation and user account creation
Develops interactive web tools and dashboards for visualizing and disseminating geospatial data in collaboration with project staffs
Works with R, Python, SQL, and/or Microsoft Power Suite to retrieve, analyze, and present public health data
Procures and maintains the geospatial data sets for the organizational-wide use, including Census data, geographic boundaries, and shapefiles
Coordinates data sharing with City Hall and other local or state government agencies
Assist in producing compelling maps and graphics for various programs
Perform geospatial data manipulation, geocoding street address, and conduct analyses as needed
Provides technical support, training, and troubleshooting for various GIS software
Works closely with Informatics and ITS program team members to guide architecture decisions, and to ensure effective operations and compliance with established standards and goals

Other duties:

Oversees and produces the Accela mileage reports for all the Community Initiatives Bureau (CIB) inspectors monthly.
Performs and automates administrative tasks; creates custom administrative tools.
Performs other duties as assigned.

Minimum Qualifications

Education and Experience:

Bachelor’s degree in geography, computer science, analytics, engineering, or a related field and two (2) years of related work experience in consulting with user community to develop GIS products and services in an ESRI environment. A master’s degree in GIS or geography, city planning, or a related field is desired. Experience in solutions architect, functional design, and project management are also desired.

Special Qualifications/Licenses/Certifications (if applicable):

Certifications related to GIS or database are desired.

Knowledge, Skills, and Abilities:

Knowledge of ESRI GIS platform (ArcMAP, ArcGIS Desktop, Pro, and Online) required
Knowledge of other GIS platforms such as QGIS, R/Leaflet, Python/GeoPandas desired
Experience working with R, Python, and/or SQL desired
Experience managing cloud ESRI services, including ArcGIS Online (Portal and Server) desired
Working knowledge of spatial projection and vector/raster datasets required
Candidate should be a fast learner who can take initiative and feels comfortable working independently within a large and multifaceted organization.
An understanding of spatial and statistical analysis desired.
A working knowledge of third-party integrations, for example FME, web APIs, VertiGIS Studio, Tableau etc. desired
Knowledge of Stata, R, or equivalent statistical software program desired
Knowledge of scripting concepts such as Python, JavaScript, React desired
Knowledge of Azure backend development desired
Knowledge of Oracle database administration desired
Ability to pay attention to detail and work in a team environment.
