The ideal candidate is a GIS subject matter expert (SME), with municipal or utility infrastructure experience, who is a creative problem solver, with interpersonal savvy and customer service experience, and also has experience supervising others. The purpose of this position is to perform technical and administrative work in the development, implementation, maintenance of City Geographic Information System projects, and hydraulic modeling. This position serves as GIS expert in support of GIS activities within the Water Department, including Water Production, Meter Services and Water Maintenance Divisions. The GIS Coordinator reports to the Director, and works with Division Managers to support daily GIS needs of the Department’s staff members. Hiring Pay Range: $58,213.17

Essential Duties & Responsibilities

Assists departmental staff and management in designing, developing and implementing geodatabases and projects, trains and assists departmental staff in database and project usage, data maintenance, and provides technical assistance as needed.
Provides assistance and expertise in support of design, editing, and maintenance of departmental GIS data sets and utilizes industry standard notation and tools for database design, presentation and schema updates.
Supports data integration between GIS and other business systems including asset management system, automated vehicle locators, and citizen engagement systems.
Prepares maps, applications, graphics and documentation using GIS tools and databases. Develops geoprocessing procedures, models and scripts to support complex geospatial analysis to support department needs.
Interprets plans, drawings, documents, legal descriptions, ordinances and regulations in order to create accurate GIS representation of infrastructure and support business decisions.
Work with consultants to prepare data for use in projects, receive project results, and incorporate completed project data into the City datasets.
Assist in resolving technical issues, troubleshoot GIS-related problems, maintains computer hardware, provides GIS training for coworkers.
Support GIS projects in the City, which may include the following

Education & Experience

Bachelor’s degree in Geography, Geographic Information Systems, Information Technology, or a related field required; supplemented by five (5) years of experience in managing GIS database features and troubleshooting technical issues, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.

Thorough knowledge of ESRI software, SDE Geodatabase, versioned editing, ArcGIS Online, Explorer and Collector applications, surveying practices, utility infrastructure, and engineered plan reading.

Skills & Abilities:

Ability to manage projects, and prioritize work, to facilitate own work and to support others.
Customer service skills, including using independent judgement to apply ordinances and regulations during customer interactions.
Communicate effectively in oral and written formats, including professional email correspondence, and developing reports from GIS information.
Ability to recognize and resolve standard discrepancies in attribute data, perform quality checks on own work and the work of others, to support accurate records.
Ability to think creatively, initiate research, and bring resources together to resolve a problem or provide a solution.
Ability to establish and maintain effective working relationships with other staff, management, contractors, and the public.
Strong independent problem solving skills, as well as the ability to collaboratively solve issues that may involve multiple technologies and teams.
Ability to be a team member who can work well with a variety of other divisions and stakeholders, proactively identifying opportunities to extend the use of GIS.
