INCATech is looking for a
Geographic Information Systems (GIS) Analyst to support a program at the Department of State. The GIS analyst will work together with a team of humanitarian research analysts to design, develop, and implement GIS products, solutions, and methodologies. The GIS Analyst will work both independently and collaboratively to synthesize intelligence and information from a wide-variety of disparate data sources, maintain data and product lifecycles, and conceptualize and design information products to communicate meaningful and complex information through geospatial visualization to decision-makers.

Responsibilities:

Proactively craft and propose solutions that clarify how GIS addresses critical mission challenges faced by customers
Develop maps and other data visualizations using a variety of different software to include, but not limited to, Esri ArcGIS platform products, APIs, and applications
Implement appropriate GIS methodologies to support humanitarian analysis including climate change
Document functionalities, processes, and best practices to support the program and wider geospatial community
Build geospatial databases or data stores from imagery and cartographic/digital sources; support the development of GIS database designs
Review, interpret, and utilize established production processes
Perform map and web map production tasks
Coordinate workflow with project/technical managers

Qualification

Related Experience:

2+ years experience creating products using ArcGIS Pro, ArcGIS Online (AGOL), and Portal configurable apps
2+ years experience with geodatabase management, editing, GIS data development and standardization, including performing quality control on attributes, metadata, topology, and spatial accuracy
Demonstrated proficiency with spatial data science concepts and spatial analysis tools and methodologies
Ability to make cartographic products and other data visualization and analysis
Strong team skills and the ability to work independently
Demonstrated ability to collaborate with peers, clients, and share ideas on complex matters
Excellent oral and written communication
Must have active Top Secret clearance

Preferred:

Publish GIS datasets to web-based geospatial platforms (e.g., AGOL/Enterprise) with appropriate configurations
Direct work-related experience in and familiarity with the organizations and operations of the humanitarian assistance community
Direct work-related experience in and familiarity with the organizations and operations of the scientific and technological (S&T) community
Direct work-related experience in and familiarity with the organizations and operations of the US Intelligence Community (IC)
Demonstrable understanding of project management methodologies, such as Agile.
Programming and scripting experience with Python, JavaScript, and HTML5
