Kleinfelder is seeking a talented, 5+ year experienced Data/GIS Analyst to support their Information & Spatial Solutions Team (IS2).
This is a fully remote position with occasional (as-needed) travel required to our client’s office in Annapolis, MD.

Under the direct supervision of client personnel/management, the Data/GIS Analyst will be responsible for the enhancement and maintenance of the client’s asset management systems, as well as the creation, quality control, analysis, and presentation of Geographic Information Systems (GIS) asset inventory data. Datasets include inventories of roads, road-related assets (such as bridges, guardrail, and sidewalk), streetlights, and traffic signs, signals, control devices, and pavement markings.
The position will provide support to projects of various complexities. The support may consist of project coordination; requirements gathering; data acquisition/creation and editing; data processing and quality control; database maintenance; analysis and reporting; cartographic production; and other data visualizations. Individuals in this position must be detail-oriented, adaptive to changing requirements, and have the expertise to support complex data-related activities.
Responsibilities:
Use ArcGIS Pro GIS software to create and maintain asset features in geodatabases. Maintain related project files, symbology styles, and attribute domains.
Create, maintain, and publish ArcGIS Server map/feature services for internal and public consumption.
Create and manage internal and public-facing web maps, dashboards, and other applications in ArcGIS Portal and the client’s VueWorks asset management system.
Support operational program areas with geospatial and other data analyses, and with the production of cartographic products, reports, and other exhibits for internal and public presentation.
Assist with the development, testing, deployment, administration, and maintenance of asset datasets, databases, and applications. Create requirements and design documents and test plans. Apply technological standards and best practices to ensure both accessibility and security of data.
Prepare data/metadata documentation according to client standards
Develop and document workflows and standard operating procedures for recurring tasks
Design and perform quality control processes to meet data quality standards. Assist with the tracking and resolution of inventory data discrepancies.
Create models and scripts to automate repetitive data maintenance and processing tasks.
Develop/configure field data collection applications and post-collection processing procedures.
Develop and deliver system user training
Develop and maintain spreadsheet models and templates used to support data capture, analysis, and reporting for critical business processes
Analyze existing processes, systems, and data to identify opportunities for efficiency, quality, and capability improvements
Qualifications:
B.S. in Data or Computer Science, Geography/GIS, Civil Engineering, or another relevant field
5+ years of relevant professional experience (higher degree may be substituted in lieu of some experience)
Considerable experience in the operation and application of GIS technology, including proficient use of GIS application software, data capture and creation, geoprocessing and geospatial analysis, data maintenance/quality control, and map design/production
Working knowledge of ESRI Geographic Information Systems (GIS) including ArcGIS Pro, ArcGIS Server, and ArcGIS Portal
Ability to manage, manipulate, and analyze large, complex datasets
Ability to develop reports and data visualizations through maps, charts, dashboards, or other graphic methods
Ability to rapidly reach efficient and effective operation of new technologies
Clear and concise written and oral expression in English
Local residency or ability to relocate at your own expense
Desired Skills:
ESRI ArcGIS SDE/ArcGIS Enterprise geodatabase administration and ESRI ArcGIS Server, including publishing map services and REST endpoints
Advanced geoprocessing and geospatial analysis
Implementing data processing automation using tools such as Model Builder, Python (ArcPy), Arcade
Structured Query Language (SQL) for interaction with MS SQL Server and Oracle databases
Implementing QA/QC data standards and integrity measures
Development/configuration of field data collection applications and processing methods
Experience maintaining asset inventory/management databases and applications related to public works assets such as Roadway, Pedestrian, Traffic, Stormwater, Utility, etc.
Experience designing relational database structures and data models (ERD)
Proficiency building complex analytical models and templates using spreadsheets
