Job Description
SF Enterprise GIS Program (SFGIS) is seeking an Address Dataset Maintenance Analyst, reporting to the Enterprise GIS Engineer. As the Address Dataset Analyst, you will primarily be responsible for operating the EAS and maintaining its address spatial and tabular data, as well as operating the custom software that supports the EAS (for example, the Bulk Loader). Secondary tasks include developing and maintaining automated address data flows; developing and maintaining dashboard and cartographic displays of address data metrics; and documenting all related artifacts and work processes.
Essential Duties:
Primarily, operate the City’s Enterprise Addressing System (EAS), and the custom software that supports the EAS, to augment and maintain the Citys address dataset.
Heads-up digitization of spatial features.
Query relational database tables with SQL.
Develop and maintain PDF/paper/Web/story maps.
Develop and maintain automated data flows.
Write software or scripts to automate repeatable tasks and workflows.
Strong verbal and written communication skills.
Attention to detail and quality.
Organized, and considerate of colleagues and common workspaces.
Job Type:
One (1) temporary exempt, full time for up to a maximum of 1040 hours are excluded by the Charter from the competitive civil service examination process. The successful candidate shall serve at the discretion of the appointing officer.
Nature of Work:
Incumbent must be willing to work a 40-hour week as determined by the department.
Work Location:
Incumbent will conduct the majority of work at the Department of Technology, One South Van Ness Avenue, 2nd Floor. However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary. This position is not supporting 100% working remotely that employee needs to work two days in the office every two weeks.
Qualifications
Education: An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
Substitution: Experience in the information systems field, including technical support, content management, administration of network applications or system analysis may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.
Desirable Qualifications: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.
At least one course, or equivalent, in using ArcMap or ArcGIS Pro is required.
At least one course, or equivalent, in using Structured Query Language (SQL), is required.
At least one year of address dataset analysis or GIS industry experience is preferred.
Experience with street address standards, parsing, standardization, and geocoding.
Knowledge of municipal and county government operations, generally.
Experience with the ArcGIS platform, including ArcMap, ArcGIS Pro, ArcGIS Online, ArcGIS Server, ArcGIS Enterprise, Portal for ArcGIS, and file and enterprise geodatabases.
Experience with relational databases, especially PostgreSQL/PostGIS, SQL Server, and Oracle and Oracle Spatial.
Experience developing software, particularly with Python, SQL, and PL/pgSQL or T-SQL or PL/SQL.
Experience with the FME platform, both Desktop and Server.
Experience with cartography and data visualization, including dashboard products (Power BI).
Experience with open-source software for geospatial (FOSS4G), for example QGIS.
Experience with Microsoft Office, particularly Word, Excel, and PowerPoint.
